PCC Emergency Management Drone Certificate Program
The Portland Community College Emergency Management Department is launching a new certificate program for unmanned aircraft systems. “Drone Applications for Emergency Management” will be offered in the fall quarter at the Cascade Campus for 10 weeks starting September 26. AUVSI member and remote pilot Ric Stephens will be teaching the initial course which will cover history, safety/security, FAA regulations, ethics, avionics, drone types, emergency services and applications, trends and projections. The course will also include flight training with a variety of drones relevant to emergency management. Teal Group Predicts Worldwide Civil Drone Production Will Soar $73.5 Billion Over the Next Decade

Paris, France– June 19, 2017. Civil Unmanned Aerial Systems (UAS) promise to be the most dynamic growth sector of the world aerospace industry this decade, report Teal analysts in their latest market analysis, during the Paris Air Show taking place June 19-25 at Paris-Le Bourget Airport.
“The civil drone market is ready to take off,” said Philip Finnegan, Teal Group’s director of corporate analysis and author of the study. Eased airspace regulations, a flood of outside investment, new UAS service offerings and the entry of leading technology companies are setting the stage for very rapid growth.”
Teal Group’s 2017 World Civil UAS Market Profile and Forecast forecasts that non-military UAS production will total $73.5 billion in the next decade, soaring from $2.8 billion worldwide in 2017 to $11.8 billion in 2026, a 15.5 % compound annual growth rate in constant dollars. Teal Group, an independent aerospace and defense research and analysis company, has provided support for the FAA in the preparation of its annual US civil forecast.
Commercial use will be the fastest growing civil segment rising more than twelvefold from $512 million in 2017 to $6.5 billion. “The growing promise of the civil market is attracting the world’s leading technology companies, driving ever faster development of systems and business applications,” said Finnegan. Firms in traditional aerospace, data analysis, semiconductors, telecommunications are all driving aggressively into the market.
Technology companies and venture capitalists have poured $1.3 billion into the sector since 2013, according to the Teal Group study. In addition, there have been numerous acquisitions of UAS companies by Intel, Verizon, Facebook and Google. Other technology leaders such as Amazon and General Electric have focused on building up their own internal capabilities.
Construction will lead the commercial market. All 10 of the largest worldwide construction firms are deploying or experimenting with systems and will be able to quickly deploy fleets worldwide. The three largest construction equipment suppliers all have an agreement with a drone manufacturer to provide everything from off the shelf systems to full end-to-end service.
Agriculture, which will adopt UAS more slowly, will still rank second worldwide over the next decade. The ability to do unmanned spraying of crops and provide imagery that can detect when and where to apply fertilizer, pesticides and water offers tremendous potential. While it grows more slowly than construction or communication, the agricultural UAS market has the potential to continue to grow considerably beyond the forecast period. Gradual adoption by skeptical farmers and improved technology will allow it to reach its full potential after the forecast.
Low-cost, high-altitude, long endurance UAS for internet promise to create an entirely new segment of the market. Airbus has already begun low rate production of solar-powered UAS and Facebook is also working on systems. The technology looks likely to be in place within several years to bring the internet to areas of the world with no service.
Other important segments, ranked in order by ten-year size, include energy, general photography such as real estate marketing, and insurance. There may be niche applications for delivery UAS during the forecast period such as deliveries of humanitarian supplies to remote developing areas. Yet regulatory restrictions and the uncertain economics of drone delivery make it impossible to make a forecast for what could potentially be quite a large segment.
Civil Government and Consumer UAS
Civil government UAS will be a much smaller segment than commercial, but the appeal is growing. The European Union’s creation of a new border and coast guard in an expansion of its existing Frontex prepares the way for the use of the unmanned systems. The European Maritime Safety Agency has just begun several new drone services programs to patrol coastal waters, one of which is the largest civil government program in the world. The US Coast Guard is expanding its nascent use of drones. The United Nations is expanding the use of UAS in peacekeeping. Drones also are catching on with law enforcement agencies worldwide, particularly in developing countries.
The consumer drone segment will continue to grow but at slower rates than the past several years. The continuing increase will be based on easier to use systems with new capabilities.
In addition to analyzing the relative growth rates and dynamics of the market segments, the study examines investment trends by venture capital firms, and examines the strategies companies are using to address the market.
Consumer drone manufacturers are moving into commercial markets by offering more capable systems to move up the value chain. Defense companies are working to develop smaller, cheaper systems for civil government and commercial use as well as provide end-to-end solutions that involve data collection using UAS and data analysis. Start-ups are seeking to provide everything from data analysis to full service UAS packages.
The sector study splits out civil systems from Teal Group’s annual UAS Market Profile and Forecast to provide greater analysis. The civil and military UAS markets will be treated in their own volumes, building on the experience gained through 13 editions of Teal Group’s UAS study.

U.S. Court of Appeals says hobby drone owners no longer have to register UAS with the FAA
On May 19, the U.S. Court of Appeals determined that hobbyist UAS owners will no longer have to register their unmanned systems with the Federal Aviation Administration, potentially reversing a practice that has been in place for more than a year.
A three-judge panel determined that a final rule issued by the FAA in December 2015 requiring UAS owners to register their aircraft like manned aircraft directly contradicted another rule that was already in place from 2012.
The rule that was in place from 2012 comes from section 336 of the FAA Modernization and Reform Act, which states that the FAA “may not promulgate any rule or regulation regarding a model aircraft.”
In that same section, a model aircraft is defined as “an unmanned aircraft that is (1) capable of sustained flight in the atmosphere; (2) flown within visual line of sight of the person operating the aircraft; and (3) flown for hobby or recreational purposes.”
In an opinion for the Court filed by Circuit Judge Brett Kavanaugh, he says, “statutory interpretation does not get much simpler. The Registration Rule is unlawful as applied to model aircraft.”
AUVSI President and CEO Brian Wynne issued the following statement after the ruling:
“AUVSI is disappointed with the decision today by the U.S. Court of Appeals to reject the FAA’s rule for registering recreational unmanned aircraft systems (UAS). A UAS registration system is important to promote accountability and responsibility by users of the national airspace, and helps create a culture of safety that deters careless and reckless behavior. We plan to work with Congress on a legislative solution that will ensure continued accountability across the entire aviation community, both manned and unmanned.”
Wynne served on the panel that created the drone registration, along with other industry representatives and representatives of hobbyist UAS aviators. The Academy of Model Aeronautics, which also had a representative on the panel, had opposed registration for hobbyist drone owners. The AMA said in a statement on its website that it is reviewing the new ruling.

Department of the Interior, Office of Aviation Services, Issues Pre-solicitation Notice for UAS Services

This pre‐solicitation notice will be posted for approximately 5 days; the solicitation posted for 15 to 21 days. The Government reserves the right to cancel this requirement at any time since funding is not available at this time.
The Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD) in support of the Office of Aviation Services, is issuing a Pre‐solicitation notice for fully Contractoroperated and maintained Call When Needed (CWN) Unmanned Aerial Systems (UAS) services. These services will be to support wildland fire operations, Search and Rescue (SAR) and other resource missions in the Contiguous 48 States and Alaska. Contractor services include provisions of a minimum of one complete UAS, personnel, servicing vehicles, fuel, and all other associated equipment, as prescribed in this solicitation and/or offered by the Contractor and accepted by the government.
The Government will direct aircraft to support its missions and objectives. UAS services will be used to test and evaluate the capability to operate during dense smoke/inversion situations. Infrared/thermal camera technology will be utilized to penetrate smoke and gather/disseminate information to increase strategic and tactical situational awareness.
The following is an example of the requirements that will be listed in the solicitation:
‐ Be available to fly on the incident for up to 10 hours/day (0400‐2000 typically) for up to 21 days (14 typically).
‐ Provide Strategic Situational Awareness:
a. Pre‐planned reconnaissance missions to determine general incident characteristics. Command/Overhead personnel will have the ability to view a live feed at the Incident Command Post (ICP) or other known location.
b. Pre‐planned data collection missions to provide near real‐time data utilized by qualified personnel to develop incident planning products (maps).
‐ Provide Tactical Situational Awareness:
a. Aircraft will be over the incident for up to 10 hours during the operational period and provide real‐time information to firefighting personnel.
b. Aircraft will be available for unplanned sensor tasking to a specific location on the incident to support tactical decision making by firefighting personnel.
‐ Provide a live EO/IR video feed at the incident command post. Sensor tasking will be requested by government personnel to view points of interest.
‐ Provide the telemetry data required to produce incident mapping products within four hours of request. Data flash or telemetry logs typically contain the required GPS track log information to develop GIS products.
‐ Aerial reconnaissance in the form of electro‐optical (EO, daylight) and infrared (IR) video (day/night/inversion).

Big Bend Community College is expanding its course offerings in Unmanned Systems thanks to state approvals. Check out the graphic below to see the new offerings that are huge steps forward for professional UAS training in Eastern Washington and across the Northwest region.
BBCC will also be teaching UMS 107 (Part 107 UAS Remote Pilot test prep course) in May of this year. This is different from similar Part 107 courses, in that the course will provide 4-6 hours of safety of flight/hands-on flight training in addition to academic training. The 2 credit hour course will be provided over five full evenings and one full Saturday.
